Description
1. Requirement Description The Government intends to request quotations directly from a limited number of responsible vendors via email. This acquisition will be conducted using simplified procedures for commercial products and commercial services in accordance with Revolutionary FAR Overhaul (RFO) Part 12. Award will be made to the responsible vendor whose quotation represents the best value to the Government.
2. Synopsis/Posting Requirements This presolicitation is issued in accordance with FAR 5.201–5.203 and FAR 12.202 (Publicizing). The action has been posted to the Government‑wide point of entry (SAM.gov) and will remain posted for a minimum of 10 calendar days.

6. Solicitation (RFQ) Scope & Requirements • Scope Summary:
The Mexican fruit fly (Anastrepha ludens) and various exotic fruit fly species of the genera Ceratitis and Bactrocera represent one of the most destructive phytosanitary threats to commercial fruit and vegetable production, particularly to the citrus industry. Due to the constant flow and movement of host commodities, these pests are regularly transported toward border zones and pest-free areas throughout most of the year, intensifying during the spring and summer months. If allowed to establish, the economic impact on production areas would be devastating, causing quarantine restrictions and millionaire losses in national and international trade.
To combat and eradicate these threats under an area-wide management approach, the United States Department of Agriculture (USDA), Animal and Plant Health Inspection Service (APHIS), in coordination with International Services (IS) and regional counterparts, execute Preventive Release Programs (PRP) and the Sterile Insect Technique (SIT). However, the operational success of these biological strategies critically depends on a highly sensitive, robust, and efficient epidemiological surveillance and monitoring trapping network.
The objective of this RFQ is the supply and delivery of chemical attractants (dry and liquid) and structural trapping components for the maintenance of the epidemiological surveillance network against native and exotic fruit flies.
• Contract Clauses: Solicitation will include FAR provisions at 52.212‑1 through 52.212‑5 as prescribed in FAR RFO Part 12. All required clauses as prescribed in FAR RFO Part 12.
• Evaluation Criteria: The Government will evaluate quotations based on the following factors: technical capability, past performance, and price, consistent with FAR RFO 12.203. Technical capability and past performance will be assessed on an acceptable/unacceptable basis. Only vendors determined to be acceptable in both factors will be considered for award. Among acceptable quotations, price will be the determining factor for award.
