FHWA BAA Call 3.0: Research and Development Solutions for National Highway Infrastructure

The Federal Highway Administration (FHWA), Office of Infrastructure Research and Development, is seeking research and development solutions to advance national highway infrastructure through a Broad Agency Announcement (BAA) Call 3.0. - Government Buyer: - Federal Highway Administration (FHWA), Office of Infrastructure Research and Development, Office of Acquisition and Grants Management - Products/Services Requested: - Research and development services across multiple infrastructure topics, including: - Development of national standards for highway construction bid items - Updates to the National Strategic Roadmap for Building Information Modeling (BIM) for Infrastructure - Frameworks for assessing pavement friction using automated and connected vehicle data - Investigation of pavement preservation treatments for higher friction - Creation of a web-based tool for highway resilience measure selection - Evaluation of non-contact friction and microtexture measurement systems - Procedures for evaluating asphalt pavements for high friction surface treatments - Research on macrotexture and water film thickness effects on skid resistance - Enhancement of asset management methodologies and tools - Analysis of the impact of performance management frameworks on asset management - Integration of nondestructive evaluation (NDE) technologies into pavement management - Development of digital as-built data frameworks for bridge management - Research on durability test thresholds and mixture design for concrete pavements - OEMs and Vendors: - No specific OEMs, manufacturers, or commercial vendors are named in the solicitation or attachments - Unique or Notable Requirements: - Respondents must submit concept papers aligned with FHWA's infrastructure research priorities - Research topics are detailed in Appendix C, with a focus on digital construction, safety, resilience, asset management, and advanced materials - Funding levels and project scopes vary by topic - The BAA is open for a 60-month period, with annual calls anticipated
