Description

This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation.

The U.S. Forest Service, Okanogan-Wenatchee National Forest, Cle Elum Ranger District, requires a commercial service contract for the rental, delivery, placement, regular servicing, and ultimate removal of approximately (30) portable sanitation units distributed across fourteen (14) recreation campgrounds.

The Contractor must possess or have guaranteed lease access to provide the following minimum inventory from day one of performance.<!--TgQPHd|[]-->

Standard Units:<!--TgQPHd|[]--> Approximately twenty-six (26) structurally sound portable toilets equipped with functional hand sanitizer dispensers and toilet paper rollers <!--TgQPHd|[]--><!--TgQPHd|[]--> ADA-Compliant Units:<!--TgQPHd|[]--> Approximately four (4) portable toilets fully conforming to the requirements of the Americans with Disabilities Act <!--TgQPHd|[]--><!--TgQPHd|[]--> 

Core Scope of Work 

Anchor & Security:<!--TgQPHd|[]--> All units must be securely staked or otherwise anchored immediately upon delivery to prevent tip-overs or blow-overs.<!--TgQPHd|[]--><!--TgQPHd|[]--> Routine Servicing:<!--TgQPHd|[]--> Units require thorough servicing 1 time per week<!--TgQPHd|[]-->, with the government retaining the explicit option to increase servicing up to 2 times per week<!--TgQPHd|[]--> for select high-use sites.<!--TgQPHd|[]--><!--TgQPHd|[]--> Service Standards:<!--TgQPHd|[]--> Every sanitation cycle must include a comprehensive pump-out of liquid and solid sewage, spill cleanup, interior/exterior scrubbing and disinfecting with mild detergent to a 100% sanitary standard, blue chemical deodorizer charging, and full consumable replenishment.<!--TgQPHd|[]--><!--TgQPHd|[]--> Consumables:<!--TgQPHd|[]--> Minimum of two (2) full rolls of toilet paper and a filled hand sanitizer dispenser per service.<!--TgQPHd|[]--><!--TgQPHd|[]--> Service Log:<!--TgQPHd|[]--> A physical cleaning schedule must be affixed to the outside of each toilet, which the technician must initial and date at the conclusion of every service visit.<!--TgQPHd|[]--><!--TgQPHd|[]-->

Period of Performance

The contract structure comprises one (1) Base Period estimated to begin June 22nd - April 30th 2027 and four (4) 12-month Option Periods<!--TgQPHd|[]-->.<!--TgQPHd|[]-->

Place of Performance

All delivery locations are flagged in advance by Forest Service personnel utilizing orange and yellow/black striped flagging. Geographically, the fourteen (14) sites are grouped across five remote corridors with various gravel access constraints.<!--TgQPHd|[]-->
