Description

This Notice of Intent to award a sole source, commercial purchase order is hereby issued in accordance with RFO FAR Parts 5.101 and 12.202.  This notice serves to announce Indian Health Service’s (IHS) intent to solicit a Firm-Fixed-Price (FFP), sole source, commercial purchase order to Duna Economic Group, LLC, of Washington, DC.  Duna Economic Group can satisfy IHS’s requirement for specialized health economics analysis services by providing a service-by-service, place-by-place economic assessment that can translate geographic access findings into budget-relevant decisions that impact American Indian and Alaska Native (AI/AN) populations.  This requirement under NAICS 541690 will support the IHS Service Area Adequacy and Referral Network Accessibility Study under the IHS Office of Public Health Support (OPHS) / Division of Program Statistics (DPS).

IHS OPHS/DPS is responsible for shaping high-level public health policy, allocating resources and tracking program performance in support AI/AN populations. OPHS/DPS is the statistical and data-gathering arm of IHS where it measures and documents how well the agency is improving health care access and health outcomes for AI/AN populations.  Key duties of OPHS/DPS include data collection, supporting major IHS publications, resource and patient management, and data and statistical assistance for Tribal health programs.

Only one source, Duna Economic Group is capable of fulfilling the Government’s requirement for a PhD-level, Senior Health Economist due to its demonstrated experience with Tribal Health Systems and other federal health programs in providing cost analysis, budget impact analysis, and cost-effectiveness/cost-consequence analysis of health system data and translating it into decision-ready findings for leadership audiences.  The unique capabilities of Duna Economic Group include its ability to take Government-furnished geographic outputs, such as travel-time matrices, accessibility indices, facility capability data, Purchased/Referred Care (PRC) scenario layers, and location-allocation results for use as core inputs to support the development of the IHS economic model.

The anticipated period of performance is one base period (12 months) and four option periods.

THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PURCHASE ORDERS; however, interested firms may submit a capability statement in response to the above requirement by 5:00 PM Eastern Time on 24 JUNE 2026, to Dan Poehling, Contracting Officer, at daniel.poehling@ihs.gov.  A determination not to open competition-based responses to this notice is solely within the discretion of the Government.
