Description
This announcement serves as a Pre-Solicitation Notice for the Kentucky Army National Guard (NGKY). This notice is for planning purposes only and does not constitute a formal Request for proposal (RFP). This requirement is classified under Product Service Code J015 for Maintenance, Repair, and Rebuilding of Equipment: Aircraft, and North American Industry Classification System (NAICS) Code 488190 for Other Support Activities for Air Transportation. The associated small business size standard is $40.0 Million. This acquisition will be conducted as a 100% Competitive 8(a) Set-Aside. Description of Requirement: The National Guard Bureau, on behalf of the Kentucky Army National Guard (KYARNG), requires non-personal aviation maintenance services. The contractor shall provide all personnel, supervision, and quality control necessary to perform scheduled and unscheduled field-level and sustainment-level maintenance on H-60 and H-72 helicopter fleets. Services include Periodic Maintenance Inspections, modifications, correcting safety-of-flight conditions, and associated production control and administrative functions. All work will be performed on-site at the Army Aviation Support Facility (AASF), Building 218, 100 Minuteman Parkway, Frankfort, Kentucky. The Government anticipates awarding a single Firm-Fixed-Price contract resulting from this solicitation. The anticipated Period of Performance consists of a 12-month base period, four 12-month option periods, and one 6-month option to extend services, totaling a maximum potential performance period of 66 months. A formal, written RFP will be issued directly to eligible 8(a) vendors who are accepted into the competition. No oral presentations will be conducted under this procurement, and offerors will be evaluated solely on the basis of their written proposals submitted in response to the RFP. Regulatory and Compliance Notices: In accordance with the recent Phase 1 Revolutionary FAR Overhaul (RFO) Class Deviations and DoD cybersecurity mandates, prospective offerors are advised of several critical compliance requirements. Because this contract requires access to and processing of Controlled Unclassified Information (CUI), the successful offeror must possess and maintain a formal Cybersecurity Maturity Model Certification (CMMC) Level 2 certification as a material condition of award and performance, in accordance with RFO FAR 52.240-93 and RFO DFARS 252.240-7997. Furthermore, in accordance with RFO FAR 52.222-90, the contractor shall not engage in racially discriminatory Diversity, Equity, and Inclusion (DEI) activities; compliance with this clause is a material condition of payment. Finally, strict adherence to the Governments zero-tolerance policy regarding Combating Trafficking in Persons under RFO FAR 52.222-50 is required. This notice is not a formal solicitation, and no proposals are being requested or accepted at this time.
