Consolidation of ECIS Instructional Services under FTSS V MAC Lot II

This opportunity involves the consolidation of the Engineering Contractor Instructional Services (ECIS) requirement into the Fielded Training System Support (FTSS) V Multiple Award Contract (MAC) Lot II, a small business set-aside managed by the Naval Air Warfare Center Training Systems Division (NAWCTSD). - The ECIS requirement, previously a stand-alone SDVOSB contract, will now be competed as a task order under the FTSS V MAC Lot II (Restricted, Small Business). - The contract will be Firm-Fixed-Price (FFP) with Cost Reimbursable Contract Line Item Numbers (CLINs) for travel. - The period of performance is 64 months, including a mobilization period, a base year, and five 12-month option years. - The current ECIS contract with Prevailance, Inc. is valued at approximately $28M; the consolidated contract is estimated at $44M over the full period. - Services include specialized instruction, curriculum sustainment, and subject matter expertise in engineering, firefighting, damage control, and maritime warfighting at multiple Navy learning sites. - Only FTSS V Lot II MAC holders are eligible to compete; no specific OEMs or product part numbers are listed. - The place of performance includes the Submarine Learning Center in Groton, CT, and other Navy learning sites. - Interested parties should contact the Contract Specialist for further details.

Description

This notice is both a pre-solicitation notice for solicitation number N6134026R1029 and, in accordance with FAR 7.107-5(c), a notice of consolidation.

NAWCTSD intends to consolidate the ECIS requirement (previously solicited under N6134021R0048 and awarded under N6134022C0007) from a stand-alone service-disabled veteran owned small business (SDVOSB) set-aside to a competitive task order under the Fielded Training Systems Support (FTSS) V Multiple Award Contract (MAC) Indefinite Delivery/Indefinite Quantity (IDIQ) Lot II (Restricted, Small Business). The ECIS requirement is anticipated to be a Firm-Fixed-Price (FFP) task order with Cost Reimbursable CLINs for Travel.  The planned period of performance is 64 months, inclusive of one and a half (1.5) months mobilization, two and half (2.5) months base year, and five (5) twelve-month option periods.
