This opportunity is for hazardous and industrial waste management services at U.S. military installations in Iwakuni, Japan, led by the Defense Logistics Agency (DLA) Disposition Services. - Government Buyer: - Department of Defense, Defense Logistics Agency (DLA) Disposition Services, Iwakuni, Japan - Scope of Services: - Removal, transportation, disposal, and recycling of hazardous and industrial wastes, including: - Industrial waste (IW), Specially Controlled Industrial Waste (SCIW), Specially Handled Industrial Waste (SHIW) - Asbestos-containing materials (friable and non-friable) - Aqueous Film-Forming Foam (AFFF) and other PFAS-related wastes - Compressed gas cylinders, cartridges, vessels, and canisters - Demilitarization-required military waste items - Batteries (lithium-ion, lead acid, mercury, etc.), corrosives, flammables, lab packs, non-hazardous waste, used oil filters - Industrial cleaning services (daily, weekly, monthly) with 2- or 3-person crews, including heated power washing, hydro/water blasting, confined space work, and super vacuum truck operations - Sampling, analysis, and waste characterization (including D001-D043 characteristics) - Overpacking/loose packing of hazardous materials in various container sizes - Preparation of Hazardous Waste Profile Sheets (HWPS) and Certificates of Destruction/Disposal/Recycling - Notable Requirements: - Compliance with Japan Environmental Governing Standards (JEGS), 40 CFR, and local Japanese laws - Expedited removal options (1, 3, 5, or 10 business days) - Surcharges for weekend, expedited, and specialized work (e.g., hydro blasting, confined space, super vac truck) - Certificates of Destruction/Disposal required for certain waste streams, especially PFAS and demilitarization items - Performance-based, firm-fixed price contract structure - OEMs and Vendors: - No specific OEMs or manufacturers are named in the solicitation or attachments - Quantities and Line Items: - Examples include 2,713 lbs of lithium-ion batteries, 131,700 lbs of PFAS-impacted solids, and 48,593 lbs of used oil filters - Multiple line items for cleaning services, overpacking, and surcharges - Period of Performance: - 30-month base period with a 30-month option period
Description
Combined Synopsis/Solicitation SP450026R0009 has been prepared in accordance with the procedures in FAR 12.603(c)(2)(i‐xvi). Work requires the selected contractor to provide for the removal, transportation, and disposal of Resource Conservation and Recovery Act (RCRA) hazardous wastes, non-RCRA wastes, State-Regulated wastes, Non-State Regulated wastes, Universal Wastes, Compressed Gases, Polychlorinated Biphenyls (PCBs), and Per- and Polyfluoroalkyl Substances (PFAS) located on or around military installations in the Iwakuni, Japan region or within a 50-mile radius of any pickup location listed on the Pickup Locations Table (Attachment 3) of the contract. The following additional information is provided in accordance with FAR 12.603(c)(2).
(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
(ii) Solicitation SP450026R0009 is issued as a Request for Proposal (RFP).
(iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2026-01, effective MARCH 13, 2026
(iv) This acquisition is being issued as Full and Open Type under the associated NAICS code 562211; the Small Business size standard is $47M.

(vii) The contract is anticipated to have a 30-month base period from SEPTEMBER 2026 to March 2029 and a 30-month option period. See the solicitation for a list of pickup locations.
