Subject: Personal Protective Equipment (PPE) Package and Modified Headset Systems Agency: 409th CSB Location of Performance: Kaiserslautern & Sembach, Germany Response Deadline: 19 June 2026 

1.0 INTRODUCTION & PURPOSE

This is a Request for Information (RFI) / Sources Sought Notice. It is issued solely for market research and planning purposes; it does not constitute a Request for Proposal (RFP) or a commitment to issue a solicitation in the future.

The US Army is seeking to identify capable commercial vendors, particularly those operating in Germany, that possess the capabilities and facilities to provide a comprehensive, turnkey Personal Protective Equipment (PPE) package and modified tactical headset systems.

2.0 SUMMARY OF REQUIREMENTS

A qualified contractor must perform the following tasks:

Procurement: Source 67 complete PPE sets (high-visibility outerwear, steel-toed footwear, gloves, helmets, and eyewear) certified to European safety standards (DIN EN ISO) and provide CE markings/Declarations of Conformity. Custom Fitting: Conduct individual, in-person sizing and fitting sessions for 67 Government personnel. Technical Modification: Procure and physically modify 80 specialized 3M PELTOR headset systems (models CH-5 and ComTac VIII) by installing 3M Peltor PTT FL5063 adapters to integrate with legacy Motorola DP4xxx series tactical radios. Logo Application: Affix weatherproof Army Transportation Corps (ARTRANS) logos to the procured outerwear. Logistics & Delivery: Deliver all final, accepted products within 90 days of contract award to Sembach Kaserne, Sembach, Germany.

3.0 MANDATORY & CRITICAL CONSTRAINTS (NON-NEGOTIABLE)

Interested vendors must fully satisfy the following administrative and logistical criteria:

In-Person Sizing & Custom Fitting (Mandatory - No Tradeoffs): Sizing sessions must be performed in-person by the contractor's staff at a professional retail or shop facility. To minimize operational downtime for military personnel, this facility must be located within a 30-kilometer radius of Kaiserslautern, Germany. Submissions that propose virtual fittings or locations outside this radius will not be considered. Single Vendor / Turnkey Requirement Preference: The Government highly prefers to deal with a single prime vendor capable of executing all aspects of the Statement of Work (PPE sourcing, retail fitting, and technical communication headset modification). Split awards or dividing requirements among multiple contractors are highly discouraged to avoid compatibility, scheduling, and administrative risks.

4.0 SUBMISSION REQUIREMENTS

Interested parties are requested to submit a brief Capability Statement (maximum 5 pages) detailing:

Company Information: Name, address, SAM.gov Unique Entity Identifier (UEI), POC name, phone, email, and business size. Facility Location: The physical address of the retail or shop facility to verify compliance with the 30-km radius from Kaiserslautern requirement. Technical Sourcing Capability: Evidence of the ability to source DIN EN ISO-certified safety gear and provide CE markings / Declarations of Conformity. Integration Capability: Experience or certification in modifying 3M PELTOR headset systems (including CH-5 and ComTac VIII) with PTT adapters for Motorola DP4xxx series tactical radios. Execution Structure: Confirmation that your firm can execute all required tasks under a single contract without the need for the Government to split the requirements.
