Comprehensive Vending Machine Services for Creedmoor Psychiatric Center

• The New York State Office of Mental Health (OMH), through its Bureau of Procurement Enterprise Services, is seeking a contractor to provide comprehensive vending machine services at Creedmoor Psychiatric Center in Queens Village, NY.
• The contract covers a five-year period and requires the supply, installation, maintenance, and operation of energy-efficient vending machines for a wide range of food and beverage products.
  • Machines must support cashless payments and include low power modes for energy efficiency.
  • Contractor is responsible for replenishment, service calls (response within 24 hours), and handling losses due to theft, fire, vandalism, or spoilage.
• Product requirements include:
  • Candy/snack machines (minimum 25 selections, no gum)
  • Cold beverage machines (minimum 25 selections, plastic bottles only, no energy drinks or grapefruit juice)
  • Cold food machines (minimum 20 selections, microwaveable items allowed, all items freshness dated)
  • Ice cream machines (minimum 20 selections)
  • Hot beverage machines (minimum 5 selections: coffee, flavored coffee, decaf, tea, hot chocolate)
  • Specific annual estimated quantities for items such as soda, candy bars, chips, pastries, cookies, mints, Gatorade, water, Snapple, orange juice, milk, sandwiches, pizza, salad, rolls/bagels, steak chili bowl, burritos, sausage & egg, hamburgers, ice cream, hot coffee, tea, and hot chocolate
• Bidders must bid on all 23 listed product items and adhere to a commission structure: 15% of gross monthly receipts for 'healthy choices' and 30% for other items.
• No specific OEMs or vendors are named; the opportunity is open to qualified providers capable of meeting all technical and service requirements.
• Compliance with insurance, background checks, health and safety standards, and various New York State policies (including prohibitions on business with entities operating in Russia) is mandatory.
• MWBE, SDVOB, and DBE goals are set at 0% due to availability, but EEO and other certifications are required.

Description

The NYS Office of Mental Health is seeking to enter into a five-year contract to procure vending machine services for the Creedmoor Psychiatric Center located at 79-25 Winchester Blvd, Queens Village, NY 11427. The contract term is from December 1, 2026, to November 30, 2031. An optional site visit is scheduled for June 18, 2026, at 10:00 A.M. Questions regarding the bids are due by June 26, 2026, and proposals are due by July 10, 2026, at 3:00 P.M. Details are specified in the Invitation for Bid (IFB) and Boilerplate (BP) attached.
