This notice announces the Department of Health and Human Services (HHS), Administration for Strategic Preparedness and Response (ASPR), Strategic National Stockpile (SNS) intends to award a sole source contract for temperature-controlled shipping containers. - Sole source procurement to Sonoco Protective Solutions for Sonoco Thermo-Safe Endurotherm shipping containers and refrigerants - Containers must maintain 2°C to 8°C for at least 92 hours without dry ice, supporting vaccine shipments - Products must be preconditioned, controlled temperature, and qualified/approved by SNS - Includes TC-391 shipper and up to three box sizes - Refrigerants must have minimum 2-4 year shelf life; insulated boxes minimum 4 year shelf life - Containers must meet ISTA-3A Drop Test and ISTA 7D Winter/Summer Protocols - Manufacturer information must be printed on containers; operational packaging instructions required - Period of performance is 12 months from contract award - No specific part numbers or quantities provided - Sonoco Protective Solutions is the only source identified; competitors may include other temperature-controlled packaging OEMs

This is a NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT (as prescribed in FAR/ RFO 6.301-1).  This notice of intent is for informational and planning purposes and does not constitute a solicitation.  The Administration for Strategic Preparedness and Response (ASPR), Strategic National Stockpile (SNS), intends to award a sole source contract to Sonoco Protective Solutions, 3930 Ventura Drive, Suite 450, Arlington Heights, IL 60004 for the acquisition of Sonoco Thermo-Safe Endurotherm and Refrigerants Insulated Temperature Shipping Containers.
