This opportunity involves comprehensive support for the Hellenic Fire Brigade's AW139 helicopter fleet: - Government Buyer: - NATO Support and Procurement Agency (NSPA), LA - Aviation Support office - End user: Hellenic Ministry of Climate Crisis and Civil Protection (Fire Brigade) - OEM Highlight: - Leonardo Helicopters is the Original Equipment Manufacturer (OEM) for the AW139 helicopters - Vendors/Providers: - Contractor must be ISO 9001:2015 certified and comply with AQAP 2110 and 2310 - Products/Services Requested: - Operation and support services for three AW139 helicopters - Multi-role emergency helicopter operations, including: - Helicopter Emergency Medical Services (HEMS) with winch operations - Personnel and cargo transport - Aerial command and control for firefighting - Provision of pilots, medical staff, winch operators, engineers, and technicians - Maintenance at organizational, intermediate, and depot levels - Training, flight and technical publications support - Spares management and management of government-furnished equipment - Storage options (short, intermediate, long-term) at approved Part 145 facilities - Additional packages for hoist operators and winchmen - Handling charges for over & above material and subcontracted services (capped at 10%) - Reimbursement of travel and accommodation expenses for contractor personnel - Quantities and Duration: - 4800 flying hours over four years - Annual service fees for different operational scenarios (e.g., 24/7, summer daylight) - Unique/Notable Requirements: - Strict compliance with EASA regulations or equivalent - Full package service delivery required (no partial bids) - Management of government-furnished equipment, ground support equipment, special tools, and maintenance manuals - Handling charges for over & above material and subcontracted services are capped - Travel and accommodation expenses reimbursed as per contract terms

Description

This solicitation is for the provision of operation and support services for the AW139 helicopters of the Hellenic Fire Brigade (HFB) fleet. The contract involves multi-role emergency helicopter operation and support services including HEMS helicopter operations with winch, personnel and cargo transport, and aerial command and control of firefighting operations. The contractor will provide pilots, medical staff, winch operators, engineers, technicians, maintenance services, training, and support for a total of 4800 flying hours over four years. The helicopters are state aircraft owned by the Hellenic Ministry of Climate Crisis and Civil Protection and operated in compliance with relevant EASA regulations or equivalent.
