NSPA is seeking suppliers for a five-year framework contract to provide a range of paints and solvents for military and maintenance applications. - Government Buyer: - NATO Support and Procurement Agency (NSPA), General and Cooperative Services Programme - OEMs and Vendors: - OEMs are required to supply products; specific manufacturers are not named, but bidders must provide Certificates of Conformance from the OEM - Products/Services Requested: - Primer coatings (green anti-corrosive, grey, one component primer gray) - Dry cleaning solvents (S-752 low flash point, S-753 high flash point) in various drum sizes - Epoxy primer coating kits (semi mate khaki polyurethane enamel, khaki polyurethane enamel) - Thinners (nitro solvent universal) - Enamels (green military paint M-12, synthetic enamel paint khaki, IR matte white polyurethane enamel) - All items specified by NATO Stock Numbers (NSNs) and part numbers; estimated quantities range from 250 to 30,000 units - Unique/Notable Requirements: - Delivery FCA Contractors Facilities (Incoterms 2020) - ISO 9001:2015 quality management system certification required - Products must be new, current production, and labeled with production/shelf life dates - Certificates of Conformance from OEM must be provided - Compliance with environmental regulations (e.g., REACH) - Technical Data Sheets (TDS) and Safety Data Sheets (SDS) required in English and, if needed, in ordering nation's language - Firm fixed prices for three years; contract valid for five years - No guaranteed order quantities; call-off orders issued as needed

Description

The NATO Support and Procurement Agency (NSPA) is soliciting proposals for the supply of various paints and solvents. The contract will establish a framework against which call-off purchase orders can be issued on a need basis. There is no firm commitment to order any materiel included in the contract. Bidders are invited to submit firm fixed price proposals based on delivery FCA Contractors Facilities (Incoterms 2020). The contract will be valid for five years from the date of countersignature.
