This notice announces the intent of the Navajo Area Indian Health Service, Gallup Service Unit to establish a single Blanket Purchase Agreement (BPA) for microbial testing and analysis services at Gallup Indian Medical Center. - Agency: Department of Health and Human Services, Navajo Area Indian Health Service, Gallup Service Unit (Gallup, NM) - Purpose: Establish a BPA for microbial testing and analysis services - Vendor: Technical Safety Services LLC (UEI: VSJKJ2AYUU51) identified as the only capable source - Scope of Work: - Supply of Tryptic Soy Agar (TSA) with Lecithin/tween, including certificates of analysis - Media Fill Tests (hazardous and non-hazardous), with certificates of analysis - Microbial testing per USP requirements: - Finger tip/thumb sampling - Surface sampling - Media fill - Sample processing - Incubation at dual temperatures - Preliminary plat counts - Morphology counts - Identification of all bacterial/fungal growth - Official final reporting - Training on sample collection and media handling - NAICS Code: 541380 (Testing Laboratories and Services) - Competition: Other vendors may submit capability statements if they can meet all requirements - BPA Structure: Single award, with possible additional BPAs if other capable vendors are identified - Period of Performance: Base year plus two one-year option periods (annual renewal possible) - Commercial Opportunity: Potential for additional BPAs if other qualified vendors respond

Description

The Navajo Area Indian Health Service, Gallup Service Unit in Gallup, NM, intends to award a single Blanket Purchase Agreement (BPA) with Technical Safety Services LLC (UEI: VSJKJ2AYUU51) for Tryptic Soy Agar (TSA) with Lecithin/tween including certificate of analysis for growth promotion and quality; Media Fill Test: Hazardous and Non-Hazardous including certificate of analysis for growth promotion and quality; and Microbial Testing required by USP <797> including but not limited to Finger Tip/Thumb Sampling, Surface Sampling and Media Fill including sample processing, incubation at dual temperatures, preliminary plat counts, morphology counts for all bacterial and/or fungal growth and identification of all growth recovered and official final reporting – microbial analysis report. In addition, source must provide training on how to take samples and pack/return media.

The anticipated period of performance is

Base Period:                   3/13/2027-3/12/2028

Option Period One:    3/13/2028-3/12/2029

Option Period Two:     3/13/2029-3/12/2030

The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 541380- Testing Laboratories and Services with a small business size standard of $19.0 million.

No further awards will be made unless the need for Gallup Indian Medical Center changes. The prospective BPA identified in this notice is sufficient at this time. Market research indicates the identified vendor is the only capable source for the required testing services. In accordance with Part 12.201-1(e)(3)(i)(B), BPAs may be established with a single firm from which numerous individual purchases at or below the simplified acquisition threshold will likely be made in a given period.

Any other sources that believe they are capable of fulfilling the government requirements as described are encouraged to submit their capability statement, price lists, and catalogs to the point of contact below via email only and no later than 6/24/2026 at 10:00AM (MDT). In the event additional BPAs are deemed to be in the best interest of the government, capable vendors may be contacted and be requested to establish a BPA with the Government.

This notice of intent is not a request for quotations and a solicitation will not be issued.
