This opportunity seeks a qualified mechanical contractor to provide comprehensive preventive maintenance, cleaning, inspection, and regulatory-compliance services for 41 direct expansion (DX) HVAC and refrigeration units at the Louis A. Johnson VA Medical Center in Clarksburg, West Virginia. - Government Buyer: - Department of Veterans Affairs, Baltimore VA Medical Center (Network Contract Office 5) - OEMs and Vendors: - York (notably for the 273-ton YVAA air-cooled chiller) - Products/Services Requested: - Preventive maintenance for 41 DX HVAC and refrigeration units, including: - Mini-splits, condensing units, packaged rooftop units (RTUs), precision cooling/CRAC units, and air-cooled chillers - Units use various refrigerants: R-410A, R-22, R-404A, R-407C, R-134A - Semi-annual preventive maintenance for small/medium units - Quarterly preventive maintenance for 3 chillers - Emergency/diagnostic services (up to 40 hours per year) - Supply of government-approved parts and materials (including refrigerants) - Unique/Notable Requirements: - All services must strictly follow each unit's manufacturer Instructions for Use (IFU), including York's guidelines - Compliance with NFPA, ASHRAE, EPA AIM Act, The Joint Commission (TJC) Environment of Care, and VHA/VA technical standards - Emergency response times: 2 hours for patient care areas, 4 hours for non-patient care areas - Documentation and reporting requirements for all maintenance and repairs - Refrigerant management and legionella prevention included - Contract Structure: - Base year plus three option years - Firm-fixed-price for services, with time-and-materials not-to-exceed (T&M NTE) and cost CLINs for parts and refrigerants
