Description

The U.S. Environmental Protection Agency (EPA) is revising the Original 2013 Federal Implementation Plan (FIP) by finalizing nitrogen oxide (NOX) emission limits for the indurating furnace at United States Steel's Keetac taconite facility in Keewatin, Minnesota to satisfy the best available retrofit technology (BART) requirement. The EPA is setting NOX BART emission limits with compliance determined on a rolling 720-hour average: 3.4 lbs NOX/MMBtu when firing exclusively natural gas, enforceable three years after the final rule, and 2.0 lbs NOX/MMBtu when firing other fuels, enforceable five years after the final rule unless modified earlier. The rule allows Keetac to seek an adjustment of the cofiring emission limit within 52 months from the effective date, not to exceed 2.5 lbs NOX/MMBtu based on CEMS data after NOX reduction technology installation.
