The U.S. Environmental Protection Agency (EPA) is proposing revisions to the regional haze requirements for the PacifiCorp Dave Johnston Power Plant Unit 3 in Wyoming. - Government Buyer: - U.S. Environmental Protection Agency (EPA), Region 8, Air and Radiation Division - OEMs and Vendors: - PacifiCorp (owner/operator of the power plant) - Products/Services Requested: - Evaluation and potential implementation of emission control technologies for nitrogen oxides (NOx) at a 230 MW coal-fired boiler - Technologies considered include: - Selective Non-Catalytic Reduction (SNCR) system - Selective Catalytic Reduction (SCR) system (evaluated for both 20-year and 30-year equipment life) - Continued use of existing Low-NOX Burners with Overfire Air (LNB/OFA) controls - Revised NOx emission limit of 0.23 lb/MMBtu (30-day rolling average) for Unit 3 - Unique or Notable Requirements: - Withdrawal of the previous requirement to close Unit 3 - EPA determined that more stringent controls (SNCR, SCR) are not cost-effective due to limited visibility improvements - Emphasis on cost-effectiveness, visibility benefits, and the remaining useful life of the unit - EPA invites Wyoming to submit a new State Implementation Plan (SIP) for this unit
Description
The U.S. Environmental Protection Agency (EPA) is proposing revisions to the Federal Implementation Plan (FIP) addressing regional haze in Wyoming. The revisions focus on the nitrogen oxides (NOx) best available retrofit technology (BART) requirements for the PacifiCorp Dave Johnston Power Plant Unit 3. The proposal includes withdrawing the previous closure requirement for Unit 3 and revising other BART determinations based on new information. Comments on this proposal are due by July 23, 2026.
