Description

The Minneapolis VA Healthcare System requires Umano Hospital Beds maintenance services in accordance with the Statement of Work (SOW) below. This is a sources sought/proof of capability solicitation looking for vendors to perform the services per the SOW for market research purposes. No awards of a contract will be made from this announcement. If you are a vendor that can complete the work described in the SOW with competitive pricing, please send your contact and organization information with a descriptive proof of capability to: brian.whalen-crichton@va.gov on or before June 12th, 2026. Only emailed responses will be considered. Additionally, please provide answers as appropriate to the following questions in the table below with your response to this sources sought. Failure to respond to the following questions may affect the acquisition strategy. Question # Questions Vendor Responses 1. Identify your organization's socio-economic category.   2. State whether any of the requested services may be ordered against a government contract awarded to your organization (e.g Federal Supply Schedule (FSS), General Services Administration (GSA), etc.).   3. B.3 STATEMENT OF WORK

UMANO Hospital Bed Repair Services Introduction

There are currently 352 Umano OOK Snow beds and 16 Umano Pilot Drive beds located in the Minneapolis Veterans Health Care System (MVAHCS) located in Minneapolis, Minnesota. This contract will have a base year and four option years for a total of five (5) years of service.

Objectives

Establish an extended warranty service contract with an authorized service provider that is certified to perform maintenance on UMANO Hospital beds.

Statement of Work

Contractor shall provide an all-inclusive extended warranty service program for 352 Umano OOK Snow beds and 16 Umano Pilot Drive beds. This program will include all parts and labor to maintain these beds. Intentional damage and negligence are not covered under this program.

Coverage and Services Provided under the Extended Warranty

Provide warranty to the VA for any product covered under the Extended Warranty shall be free from latent or patent defects in workmanship, material, manufacture and design during the term of the Extended Warranty.

After having inspected and diagnosed the equipment, that it is in fact defective and the VA has filed its warranty claim within five (5) years following the date of the coming into force of the Extended Warranty, Contractor shall either, at its sole discretion, (i) repair the defective Product and assume all the costs of required parts and labor, including any travel expenses or (ii) provide the VA with a new or refurbished replacement Product, without any cost to the VA.

On a yearly basis contractor shall perform an inspection on each piece of equipment to ensure that it is brought up to OEM standards and that all the features and functions are operating correctly and in accordance with their declared specifications. Based upon the availability of the beds, this inspection will be completed during one or more visits at the VA facilities. Contractor shall in collaboration with the VA maintenance departments prepare for implementation, an inspection plan that will provide for the periodic and systematic functional inspection of a maximum number of Products. An inspection report will be prepared by Contractor and provided to the VA following any inspection of the Products. Any damage or deficiency determined by Contractor to be covered under Extended Warranty will be detailed in the report and arrangements will be made by Contractor to promptly perform the required repairs or replace the Product, if Contractor judges that this is necessary or preferable. A detailed report will be prepared for any damage or deficiency not covered under Extended Warranty. Contractor shall assist and work with maintenance departments to address all issues related to the required repairs.

Working hours

Pricing is based on work being performed from Monday through Friday from 7:00am till 4:00pm. Work will not be performed on federal holidays.

Safety

Contractor is responsible for maintaining a safe working environment for their employees as well as the MVAHACS Staff. Work areas will be kept cleaned throughout the day and all trash and demolished materials properly disposed of daily.

If Applicable, Infection Control Risk Assessments (ICRA) and Interim Life Safety assessments (ILSMA) will need to be posted prior to performing work in the MVAHCS facility.

Security Requirements The Contractor staff on site shall adhere to the following security requirements: Complete T1/NACI Background Checks SAC (Fingerprinting) Obtain PIV Badges

Security

The following security language is applicable to Contractor staff who will enter MVAHCS facilities. Contractor staff shall utilize a temporary vendor s security badge until a permanent security PIV badge can be issued. Temporary badge use will not exceed 30 calendar days. The Contractor shall comply with Minneapolis VAMC security, access, and badging requirements. Employees must provide fingerprints and be able to pass a background check so they can obtain a security access badge.
All Contractor staff shall need a valid individual personal or professional email account that can be easily checked. Notifications regarding fingerprint scheduling/appointments, background investigation tasks, and Training Management System (TMS) required classes will be sent to their email address throughout the badging process. Appropriate vendor staff (as determined by the VA) performing the duties of the Statement of Work shall complete the computer-based training course TMS 10176 Infosec/Rules of Behavior . Contractor staff shall be escorted while in MPLS VAMC sensitive locations. The Contractor shall submit all required security badging documents for each employee within five (5) business days from the award date of contract. All documents must be legible. The following documents will be sent to the Contractor via email after contract is awarded. OF 306 Must be Typed. Submission of handwritten forms will not be acceptable. Parking/Storage

Parking is available in parking lots 11, 43A and 43B for vehicles (automobiles and Pickup trucks). Larger vehicles, equipment, job site trailers or storage containers must utilize parking lot 43A only. Contractor s contact information (name and phone number) is required to be displayed on all vehicles, equipment, trailers or containers that are stored overnight at the MVAHCS. Dropping off tools and materials at the loading dock is permitted but no parking is allowed in the loading dock area. Unattended vehicles in unauthorized parking areas will be ticketed by MVAHCS Police.
