NASA's Marshall Space Flight Center is seeking specialized mechanical testing services for advanced, NASA-developed alloys. - Government Buyer: - National Aeronautics and Space Administration (NASA) - Marshall Space Flight Center - OEMs and Vendors: - PRODUCT EVALUATION SYSTEMS, LLC (identified as sole provider) - Services Requested: - High Temperature Very High Cycle Fatigue and Tensile testing for H2-Resistant and Oxide Dispersion Strengthened (ODS) Alloys - Machining and mechanical testing of at least: - 200 tensile samples - 100 low cycle fatigue (LCF) samples - 100 high cycle fatigue (HCF) samples - Testing performed at room and elevated temperatures up to 2100°F - All testing must comply with ASTM standards and proprietary NASA drawings - Testing includes very high cycle fatigue (100 million to 1 billion cycles) requiring approximately 6,700 hours of continuous operation - Deliverables: final test reports, digital data, and raw data - Unique/Notable Requirements: - Vendor must be Nadcap and A2LA accredited - All work must be performed onsite by the vendor (no subcontracting) - Alloys to be tested include GRX-810, ORCAlloy-21, and Alloy 754-ODS - Completion required within 30 weeks of sample receipt

Synopsis:

NASA/NSSC has a requirement for High Temperature Very High Cycle Fatigue and Tensile for H2-Resistant and ODS Alloy. 

NASA/NSSC intends to issue a sole source contract to PRODUCT EVALUATION SYSTEMS, LLC., 637 Donohoe RD Latrobe, Pennsylvania 15650-3524, under the authority of FAR 12.102(a). It has been determined that PRODUCT EVALUATION SYSTEMS, LLC is the sole provider of High Temperature Very High Cycle Fatigue and Tensile for H2-Resistant and ODS Alloy

NASA/NSSC will be the procuring center for this effort. Performance will be located at NASA/ Marshall Space Flight Center (MSFC).

The Government intends to acquire Commercial items or services using the provisions, clauses and procedures prescribed in FAR Part 12 for Commercial

The NAICS Code for this procurement is 541990.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 9:00 a.m. Central Standard Time on 6/11/2026. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
