Description

The City of Rock Island is seeking proposals from qualified consultants to assist with the extension of the Parkway/I-280 Tax Increment Financing (TIF) District and the creation of a South Rock Island Port District TIF. Services include feasibility analysis, preparation of redevelopment plans and supporting documentation, public engagement assistance, coordination with taxing bodies, and related professional consulting services. The selected firm will work with City staff to determine district boundaries, evaluate eligibility, conduct studies, prepare plans, and assist with public meetings and legislative approval processes. The project aims to establish the South Rock Island Port District TIF by the end of 2026 and prepare materials for the Parkway/I-280 TIF extension consideration in 2027.
