Description
This solicitation is an intent to sole source a Threat and Hazard Identification and Risk Assessment (THIRA) and Stakeholder Preparedness Review (SPR) workflows system designed for State, County, Local, and Tribal governments. The system gathers data via questionnaire using configuration methodologies, custom workflows, and integrated data structures within the Esri ArcGIS Survey123 Connect environment. The project includes developing a questionnaire, dashboard, and database to allow Subject Matter Experts to enter data conveniently and enable emergency managers to query data throughout the year for better threat planning. The Urban Area Security Initiative (UASI) Program Manager can extract data in a format compatible with FEMA's Uniform Reporting Tool and gauge participation for UASI project submissions.
