The Defense Finance and Accounting Service (DFAS) Indianapolis is seeking a contractor to provide maintenance and on-call support for its security systems. - Government Buyer: - Defense Finance and Accounting Service (DFAS), Indianapolis Operations Support Office - OEMs and Vendors: - Lenel (Access Control System) - Bosch (Intrusion Detection System) - DMP (Intrusion Detection System) - Axis (IP Cameras) - Products/Services Requested: - Maintenance and support for Closed-Circuit Television (CCTV), Intrusion Detection System (IDS), and Access Control System (ACS) - Lenel OnGuard ACS components: system administration, alarm monitoring, video viewer, CPUs, server, badge printer, card readers (approx. 120-180), electrified mortise cylinders, panic devices, strikes, power supplies, electric power transfer devices, door contacts and sensors, Network Video Recorders (3-8 units), IP cameras (114-150 units) - Bosch and DMP IDS panels, expansion modules, power supplies, door contacts, motion detectors, cabinet tamper switches, phone line modules - Axis IP cameras: models P3354, P3719, P3364, P3367-5MP, Q3819-PVE, M3045, P5624E - Services: - Preventative, corrective, emergency, and government-directed maintenance - Diagnostics, troubleshooting, repair, system administration - Installation and removal of equipment as directed - Annual UL 2050 certification - Emergency and non-emergency repair response within specified timeframes - Unique/Notable Requirements: - Certified technicians required for Lenel, Bosch, and DMP systems - Contractor must furnish all labor, supervision, tools, materials, equipment, hardware, software, and field devices - Time-and-materials repair services with a $30,000 ceiling per year - Preventive maintenance performed monthly - Equipment installation/removal within 30 days of government notification - Submission of reports and documentation as specified

Description

Defense Finance and Accounting Service (DFAS) is issuing this combined synopsis/solicitation for commercial products or commercial services prepared in the attached Performance Work Statement (PWS) and in accordance with Federal Acquisition Regulation (FAR) Overhaul (RFO) Part 12. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

The Contractor shall provide maintenance and on-call support services for the Closed-Circuit  Television (CCTV), Intrusion Detection System (IDS), and Access Control System (ACS) located at the Defense Finance and Accounting Service-Indianapolis, IN (DFAS-IN). Services include preventative, corrective, emergency and Government directed maintenance, diagnostics, troubleshooting, repair, system administration, and installation and/or removal of equipment as directed by the Government. Services shall be performed in a manner that ensures system reliability, security, and continuity of operations.

Offerors are responsible for reviewing the Solicitation (SF 1449 HQ042326QE055), the attached PWS, and the Solicitation Instructions in their entirety. Quotations that fail to meet the Solicitation requirements may be determined unacceptable, will not be evaluated further, and will not be considered for award.
