Description
This Justification and Approval provides for an increased capacity under Contract No. W912EK22D0004 for the Advanced Contract Initiative – Regional Contracts for Debris Management Services (ACI – RCDMS), Pacific Ocean Division (POD) Region, awarded to support disaster response and recovery efforts.
The capacity increase is necessary to address urgent requirements resulting from Super Typhoon Sinlaku, a Category 5-equivalent storm that impacted the Commonwealth of the Northern Mariana Islands on 14-15 April 2026. Following the storm, a Presidential major disaster declaration (FEMA-4910-DR) was issued on 23 April 2026 to assist affected areas.
This action is taken pursuant to the authority of Title 10 USC 3204(a)(2), as implemented by FAR 6.302-2, Unusual and Compelling Urgency, to expedite response and recovery operations in the POD region, which includes Alaska, Hawaii, the Northern Mariana Islands, American Samoa, Guam, and other U.S. outlying areas within the POD.
