Description
Under Statutory Authority 41 U.S.C. 1901, the VA Great Lakes Acquisition Center (GLAC) intends to negotiate a sole source contract with STRYKER CORPORATION. The Contractor shall provide preventative maintenance and repair services for the Stryker scope equipment as stated in the Statement of Work (SOW) for the William S. Middleton Memorial Veterans Hospital, 2500 Overlook Terrace, Madison, WI 53705. This acquisition is conducted under the authority of 41 U.S.C. 1901 and FAR 13.106-1 — only one responsible source and no other supplies or services will satisfy agency requirements. This will be a firm fixed price contract for a base plus four (4) option years. The NAICS Code is 811210. This Notice of Intent is not a request for competitive quotes. No solicitation documents are available and telephone requests will not be honored. However, if a firm believes it can meet the requirements, it must furnish information about its products and services, as well as references from other customers, to the Contracting Officer by 9:00AM (LOCAL TIME) 06/12/2026. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirements (see SOW). Responses will be evaluated, but the Government's decision not to compete based on responses is solely within its discretion. If no responses are received, the Contracting Officer will proceed with sole source negotiation with STRYKER CORPORATION. STRYKER AIM 1788 AND SCOPE MAINTENANCE SERVICES STATEMENT OF WORK Background The William S. Middleton Memorial Veterans Hospital, located at 2500 Overlook Terrace, Madison, WI 53705, hereinafter referred to as the Madison VA, requires maintenance and repair services for the Stryker Scope equipment listed in Table 1 below. Scope The Madison VA requires a qualified contractor to provide preventative maintenance and on-demand repair services for the specified components of Stryker's 1788 AIM 4K PLATFORM, as detailed in Table 1. The contractor must supply trained technicians to ensure prompt equipment uptime and utilize OEM-certified parts and preventative maintenance procedures. A detailed schedule must be submitted to the COR within 10 business days of contract award. The contractor will supply all labor, materials, travel, supervision, tools, test equipment, cleaning supplies, and facilities. Preventative maintenance reports shall be delivered to the COR and Surgical service designee. After each visit, the technician will inspect the equipment with a designated representative prior to departure. If electronic reporting is used, the contractor must provide access details within 10 business days of award. Repair Services The contractor will provide unlimited repair services for all equipment listed in Table 1 at no additional cost. Repair requests will be initiated by the COR or Surgical Service designee. The contractor is responsible for all related labor, materials, travel, shipping, supervision, tools, and test/cleaning equipment. A replacement or loaner product must be provided within 24 hours. After onsite repair, the technician will certify the equipment as functional, provide a service report, and inspect the equipment with a facility representative prior to leaving. Access details for electronic reporting must be provided within 10 business days of award. Technician Certifications Technicians must be certified and provide proof of certification to the COR. Field Service Engineers (FSE) shall be OEM factory trained and authorized. The FSE shall provide job titles, descriptions, and qualifications. The COR may verify training and request certificates at any time. The right to reject personnel and approve subcontractors is reserved. All personnel must comply with VA safety and emergency procedures. Manufacturer Parts and Software Updates Only manufacturer-approved parts shall be used. If non-manufacturer parts are used, authorization must be provided. The contractor must have access to all manufacturer parts and proprietary software updates with the same lead times as the OEM. Hours of Coverage & Federal Holidays Services will be provided during regular hours (8:00 am to 6:00 pm, Monday-Friday), excluding federal holidays. The contractor shall contact the POC before starting work. Scheduled downtime shall be after hours. Federal holidays include New Year's Day, Martin Luther King Day, Presidents' Day, Memorial Day, Juneteenth, Independence Day, Labor Day, Columbus Day, Veterans' Day, Thanksgiving, and Christmas. Inspection and Acceptance Criteria HTM will verify that hardware and software are correctly set up and functioning before acceptance, in consultation with end users. Payments Payments will be made monthly in arrears upon receipt of proper invoices, which must include company name, PO number, invoice number, items (including serial numbers), and service period.
