The Commonwealth of Pennsylvania Department of General Services (DGS) is inviting qualified contractors to provide comprehensive facilities maintenance and repair services for state-owned facilities across Pennsylvania. - Government Buyer: - Department of General Services (DGS), Bureau of Procurement, Commonwealth of Pennsylvania - Scope of Services: - Electrical: Preventative maintenance, testing, inspection, troubleshooting, and corrective repair for electrical systems and components per OEM specifications - HVAC: Maintenance and repair for heating, ventilation, and air conditioning systems, including boilers, chillers, rooftop units, and control systems, using NEC and UL-approved materials - Pumps & Controls: Maintenance and repair for pumps and control equipment, including vibration/thermal analysis, balancing, lubrication, and seal/gasket replacement - Steam Maintenance: Maintenance and repair for steam systems, including heat exchangers, valves, steam traps, and strainers - Plumbing: Maintenance and repair for plumbing systems, including booster systems, water heaters, sewage ejectors, and stormwater systems, per OEM and NEC standards - Cafeteria & Kitchen: Maintenance and repair for kitchen equipment (e.g., coffee machines, dishwashers, ovens, freezers) in compliance with state food code; excludes new equipment purchase - Facility Control Systems: Predictive, preventative, and corrective maintenance for proprietary facility control systems (HVAC, temperature control, software/hardware, connectivity); contractors must be OEMs, authorized dealers, or resellers, and may need manufacturer authorization - Roofing: Preventive maintenance, inspection, leak detection, minor repairs, and emergency repairs for existing roofing systems; excludes full roof replacement and major structural repairs - Notable Requirements: - Contractors must have at least 2 years of relevant experience - All work must adhere to OEM specifications and industry standards - For facility control systems, OEM or authorized status is required, with possible need for manufacturer authorization letters - Contractors must register as PA Suppliers and submit qualifications via the JAGGAER portal - Certifications required: Iran Free, Worker Protection and Investment, Lobbying Certification - Material purchases with installation are allowed under certain conditions, but new equipment installation or system expansions are excluded - OEMs: - No specific OEMs are named, but OEM compliance is required for all equipment and systems - Statewide coverage for all Pennsylvania agencies - Agencies will issue RFQs to qualified contractors for specific projects, selecting based on best value or low cost

Description

The Department of General Services (DGS) of the Commonwealth of Pennsylvania is soliciting contractors to submit qualifications for repair or preventative maintenance of facility equipment or systems for state-owned facilities. The scope includes roofing services and facility control services, covering predictive, preventative, and corrective maintenance of proprietary facility control systems such as HVAC and temperature controls. Contractors must register as a PA Supplier and submit qualifications electronically via the JAGGAER portal. The contract term is from January 1, 2027, through December 31, 2032.
