This opportunity is for the provision of Exceptional Family Member Program (EFMP) Respite Care Services for the U.S. Army Installation Management Command (IMCOM), managed by the Mission and Installation Contracting Command Fort Sam Houston (MICC-FSH). - Government Buyer: - U.S. Army Installation Management Command (IMCOM) - Army Community Service - Mission and Installation Contracting Command Fort Sam Houston (MICC-FSH) - Services Requested: - Exceptional Family Member Program (EFMP) Respite Care Services - Non-personal services including all personnel, management, and resources necessary to deliver EFMP Respite Care - Certified or licensed providers (Level III and IV) required for one-on-one care to eligible military families with special needs - Program management, family intake and assessment, matching care providers, and direct delivery of safe, reliable, and compliant respite care - Service delivery across the continental U.S., Alaska, Puerto Rico, and Hawaii - Key personnel: Program Manager, Alternate Program Manager, Regional Coordinator, Level 3 and 4 Providers - Contractor responsible for recruitment, vetting, reporting, invoicing, and maintaining strict quality and compliance standards - Unique/Notable Requirements: - 100% Small Business Set-Aside under NAICS 624190 - Firm-Fixed-Price contract structure - One-year base period with four one-year option periods (up to five years total) - Services must be delivered at family residences or approved locations - Providers must be certified or licensed to deliver daily living assistance and complex medical care - No OEMs or specific commercial vendors are named in the solicitation or attachments.

The purpose of Amendment 0001 is update the questions due date in the Combined Synopsis and Solicitaion to June 18, 2026 at 12:00 PM CST.

The Mission and Installation Contracting Command (MICC) is issing this Combined Synopsis and Solicitaion, W9124J26RRESP, for the requirement of contractor-provided Respite Care Services in support of the Exceptional Family Member Program (EFMP). The contractor shall provide all personnel, management, and oversight necessary to perform non-personal EFMP Respite Care Services as defined in the attached Performance Work Statement (PWS). Core requirements include comprehensive program management, family intake and assessment, matching qualified care providers with families, and the direct delivery of safe, reliable, and compliant respite care services to eligible Exceptional Family Members (EFMs). Prospective offerors must possess the capability to manage sensitive care scenarios, ensure the continuous safety of EFMs, and maintain high-quality service delivery.
