Request for Information (RFI) for Defense Health Agency (DHA) Pharmacy Inpatient Automation Solution – Enterprise (PIAS-E)
The Defense Health Agency Contracting Activity (DHACA), Professional Services Contracting, Falls Church, VA is conducting market research and identifying potential contractors that may possess the expertise, capabilities, and experience to meet the requirements of the Defense Health Agency (DHA) need. The Acquisition Plan for this effort has NOT been finalized, and this is NOT a request for proposal nor a Request for Quotations (RFQ). It is strictly a Request for Information (RFI) and should not be construed as a formal solicitation nor an obligation on the part of the Government to acquire any products or services. Neither unsolicited proposals nor any other kinds of offers will be considered in response to this RFI, and no contract will be awarded pursuant to this announcement. The information requested by this RFI will be used within DHA to facilitate decision making and will not be disclosed outside of DHA. Any information provided to the Government is strictly voluntary and will be provided at no cost to the Government.
The DHACA intends to award a contract to provide medication dispensing cabinets with maintenance and support services including licenses for the PIAS-E solution.
The anticipated period of performance (PoP) is planned to start in February 2029 and will have one (1) 12-month base period, with four (4) 12-month option periods. The requirements described in the attached DRAFT Performance Work Statement (PWS) (Attachment 1) describe tasks and capabilities required to provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform the requirement as defined in this DRAFT PWS except for those items specified as government furnished property and services. The contractor must be able to perform to the standards in this DRAFT PWS.
All responsible potential offerors to the Government are encouraged to review DRAFT PWS in its entirety to ensure a clear understanding.
Interested parties are requested to respond to this RFI with a Capability Statement. Capability Statements should be tailored to the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements.

The following information is requested:
Administrative Information:
Company Name, mailing address, phone number, and e-mail of designated point of contact. Company Cage Code and Unique Entity Identifier (UEI). Companies must be registered in the System for Award Management (SAM, at www.sam.gov) to be considered as a potential source. Indicate the North American Industry Classification System (NAICS) code(s) under which your company typically performs Government contracts. Maximum participation by small businesses, including veteran-owned, service-disabled veteran-owned, HUBZone, small disadvantaged, and women-owned small business concerns, is encouraged. Identify the applicable SINs, including a description of each SIN’s product or service classification. Small Business Designation status such as (8(a), HUBZone, Service-Disabled Veteran Owned Small Business (SDVOSB), Women-Owned, etc.). Business size status and time of last certification. The Government has not yet determined the set-aside capability. The results of this RFI will be used to assess small businesses’ capacity to fulfil this requirement and to inform the Government’s decision. Identify any contracting vehicles available to the Government for procuring these services (e.g., GSA PSS, GSA OASIS, NASA SEWP, etc.). This information is for market research purposes only and does not preclude your company from responding to this notice. Identify your company’s recommended contracting strategy.
Company Qualifications:
Describe your company’s capability to provide pharmacy automation solutions to large, multi-facility healthcare enterprises, particularly within the Department of Defense (DoD) or other federal agencies. Provide examples of projects where you have successfully integrated your solution with an Electronic Health Record (EHR) such as MHS Genesis or other Cerner products. Does your company possess a current Cybersecurity Maturity Model Certification (CMMC)? If so, at what level?
Technical and System Capabilities:
What are the underlying operating systems for your server and client-side equipment? Please confirm they meet the minimum requirements of Windows Server 2019 and Windows 11 as stated in DRAFT PWS. Does your proposed system have a current Authority to Operate (ATO) with the DHA or another DoD entity? If not, what is your plan and estimated timeline for obtaining one? Describe your solution’s architecture. Is it a cloud-based, on-premises, or hybrid model? If it involves cloud services, is the solution hosted in a FedRAMP-authorized environment? Describe the solution's inherent capability to maintain data integrity and transaction continuity during degraded or disconnected network operations.

Page Limit: RFI responses shall be limited to 15 pages, not including cover and administrative pages, and written using a 12-point font size. Beyond the 10-page limit, the Government may only review examples of media and graphic design.

The DHA has not made a commitment to procure any of the items discussed, and release of this RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought.
