NOTICE OF INTENT TO AWARD SOLE SOURCE

I. The Network Contracting Office (NCO) 16, located at Galleria Financial Center, 5075 Westheimer Rd, Ste 750, Houston, TX 77056 in support of Central Arkansas Veterans Health Care System (CAVHCS), intends to solicit and award Sole Source, Firm-Fixed-Price, contract with one Small Business source, GIGXR, INC.

CAVHCS has a requirement for brand name GigXr volumetric capture (3D Video) technology for nursing and allied health simulation. CAVHS and three additional VA pilot sites require a mixed reality platform and license for next level mixed reality learning for CAVHS nursing staff.

CAVHS is not seeking computer-generated imagery (CGI) or polygonal avatars. CAVHS is seeking a supported high-fidelity, 360-degree video of actual human subjects, with the capability of displaying authentic physiological and pathological markers, such as genuine work of breathing and dermatological changes, without the interpretative bias of manual anima.

Contractor will provide all learning platform, anatomy application, artificial intelligence conversation, license, support, maintenance, and institutional access for up to 375 learners across four VA pilot sites and training.

II. The North American Industry Classification (NAICS) code for this acquisition is 541519, Other computer related services. Size Standard 150.

III. This procurement is being conducted under Federal Acquisition Regulation (FAR) 12.102(a) Restricting competition. IV. The anticipated award date is June 30, 2026. The Government intends to award a Firm-Fixed-Price contract. Period of performance will be one (1) year.

V. Please note that this is not a request for competitive quotes and is being posted for informational purposes only. The government does not anticipate receiving responses to this notice. However, interested parties who disagree with this action may submit a letter of interest that demonstrates your firm s technical capability to provide compatible GigXr platform and license to support CAVHS. The government reserves the right to verify any request for additional documentation submitted.

VI. Interested parties shall identify their interests, provide information mentioned in section V of this document and capability to meet the government requirements and respond to this notice within fifteen (15) calendar days of the publication of this notice. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government.
