Sole Source Water-Quality Monitoring System with SCADA Integration for BSEE Ohmsett Facility

The Department of the Interior's Bureau of Safety and Environmental Enforcement (BSEE) is planning a sole source procurement for a continuous, realtime water-quality monitoring system at the Ohmsett National Oil Spill Response Research & Renewable Energy Test Facility. - The procurement will be made under GSA schedule 47QSMS26D0027 and is below the Simplified Acquisition Threshold. - Hach Company is identified as the only MAS contractor capable of meeting the specialized requirements. - The system must provide multiparameter monitoring (pH, conductivity/salinity, turbidity, dissolved oxygen, chlorine/chloramine, ammonia). - Features include automated fouling mitigation/self-cleaning, SCADA-compatible alarms and threshold logic, and turnkey SCADA integration. - Deliverables include engineering documentation, I/O point lists, network/diagram documentation, integration testing plans, onsite installation, commissioning, operator training, and technical documentation. - The estimated period of performance is 180 days after order. - Other vendors may submit capability statements if they believe they can meet all requirements, but the acquisition is justified as sole source due to the unique integration and technical needs.

Description

Attached is a redacted sole source justification for utilizing GSA schedule 47QSMS26D0027 for an acquisition under SAT (350K). Any firm that believes itself capable of meeting the requirement described within the attachment may submit a capability statement to william.rilee@bsee.gov which may be considered if received by the agency prior to the response deadline listed on this SAM.gov notice. A determination by the Government not to compete the Government's requirements described in this notice is solely within the discretion of the Government.
