The City of Laredo is seeking bids for the comprehensive rehabilitation of a seven-unit affordable housing complex at 419-B Zaragoza Street, Laredo, Texas. - Government Buyer: - City of Laredo, Community Development Department, Engineering Department, and Building Development Services Department - OEMs and Vendors: - Daikin (mini-split HVAC units) - BoBrick (toilet accessories, or equal) - Allen+Roth (medicine cabinet) - Products/Services Requested: - Full interior gut renovation down to the studs - Structural repairs, including replacement and reinforcement of damaged wood framing - Upgrades to mechanical, electrical, and plumbing (MEP) systems - Daikin mini-split air handler (FTX12NMVJU) and condensing unit (RX12NMVJU) - Tankless electric water heater - New electrical panels, breakers, and wiring per NEC 2021 - Plumbing fixtures meeting ADA/TAS and water conservation standards - Exterior repairs to the plaster façade - Toilet accessories (BoBrick or equal: paper holder, towel bar, grab bars, wall hook, plate mirror) - Allen+Roth recessed mirrored steel medicine cabinet - Construction of Southside Porch Columns, Beams, Metal Roof Panels (additive alternate) - Allowances for betterment, hardware, LVT material, and utility services - Unique/Notable Requirements: - Compliance with International Residential Code 2021, International Existing Building Code 2021, and other relevant codes - Project is federally funded by HUD; must comply with HUD Section 3 economic opportunity provisions - Adherence to Texas Historical Commission and Secretary of the Interior standards for historic rehabilitation - Accessibility upgrades per ADA and Fair Housing Act - Emphasis on historic preservation and energy code compliance - Bidders must submit required forms (conflict of interest, non-collusive affidavit, etc.) - Construction contract duration is 90 calendar days
