Garland Power & Light Utility Network System Implementation (Esri & Schneider Electric Platforms)

The City of Garland, through Garland Power & Light (GP&L), is seeking a qualified contractor to implement a modern Utility Network System for its electric GIS operations. - Government Buyer: - City of Garland, Procurement & Contract Administration, Garland Power & Light (GP&L) - Key OEMs: - Esri (ArcGIS Enterprise, ArcGIS Pro, Utility Network) - Schneider Electric (ArcFM XI, ArcFM Designer XI, Editor XI) - Products & Software Requested: - Esri ArcGIS Enterprise: installation, configuration, and deployment in a cloud environment - Esri ArcGIS Pro and Utility Network: configuration, network rules, asset groups, and subnetwork controllers - Schneider Electric ArcFM XI, Designer XI, and Editor XI: installation, configuration, and migration from legacy ArcFM 10.x - Services Requested: - Project management, requirements workshops, and organizational readiness assessment - GIS data readiness assessment, data migration from legacy systems, and data model design - Configuration of network rules, associations, and workflows (including branch versioning and as-built workflows) - Integration with existing enterprise systems (e.g., OMS, 3GIS Lifecycle, Synergi Electric) - Testing (unit, integration, performance, user acceptance), cutover, and go-live support (including 30 days of hypercare) - Training for administrators, editors, and end users, with optional additional training and extended support - Optional services: additional GIS data cleanup, substation and diagram modeling, and long-term managed services - Notable Requirements: - Strict adherence to Esri and Schneider Electric best practices; minimal customization - High availability, backup, and disaster recovery architecture for ArcGIS Enterprise - Compliance with GP&L’s integration, QA/QC, and data validation standards - Demonstrated experience with Esri Utility Network implementations and Esri Business Partner certification - Evaluation criteria emphasize technical approach, experience, project management, and cost (best value methodology)

Description

This solicitation is a Request for Proposal (RFP) issued by the City of Garland for the implementation of the GP&L Utility Network System. The project involves comprehensive GIS data readiness assessment, design and configuration of the Utility Network, migration of GIS data, integration with existing systems, testing, training, and post-go-live support.
