This Request for Information (RFI) aims to gather market intelligence and identify qualified vendors capable of delivering regulatory compliance audit and mystery shopping services for the Ontario Ministry of Transportation. The services include regulatory compliance audits, record and file examinations, interviews, site and vehicle inspections, covert site visits, observation-based assessments, and simulated client or student interactions. Vendors must be able to document findings with clear notes and detailed reports, collect supporting evidence, and demonstrate capabilities in fraud detection and program integrity assessment. The services are required on an ongoing, year-round basis across Ontario during fiscal year 2027-2028.
