This opportunity involves major waterfront infrastructure improvements at the Buffalo Cruise Terminal, led by the Erie Canal Harbor Development Corporation (ECHDC). - Government Buyer: - Erie Canal Harbor Development Corporation (ECHDC), a subsidiary of Empire State Development - Project Scope: - Rehabilitation of approximately 950 feet of concrete seawall and bulkhead, including encapsulation and deep spall repairs - Installation of 17 new mooring bollards on shallow foundations and 31 new sling fenders (Trelleborg Type II or approved equivalent) - Construction of a new concrete waterfront promenade, 1300 linear feet of new sea railing, and 800 linear feet of new nosing plate - Installation of metal sea-rail and gates, landscape and hardscape materials - New electric service, transformer pad, site lighting, and empty conduit for future electric work - New water service, hotbox/RPZ, and underground water lines - Disposal and replacement of contaminated soils, surface crack repairs, and additional concrete demolition as needed - OEMs and Vendors: - WE-EF Lighting USA, LLC (marine-grade LED luminaires and aluminum poles) - BEGA (pole-top LED luminaires) - Trelleborg (Type II sling fenders or approved equivalent) - Products Requested: - WE-EF PFL540 LED luminaires (WEEF-1080955), aluminum poles (693-0427), BEGA B84407 pole-top luminaires - Marine hardware: mooring bollards, sling fenders, sea railing, nosing plates - Prefab blow-off hydrant enclosure (Christy or approved equal) - Unique/Notable Requirements: - Compliance with NYS building codes, environmental permits, and prevailing wage laws - Minority, women, and service-disabled veteran-owned business participation goals (15% MBE, 15% WBE, 6% SDVOB) - Detailed construction documents, phased site work, and coordination with regulatory agencies - No bid bond required; unit price-based services for soil and concrete work - Site lighting must be marine-grade, UL/ETL listed, IP66 rated, and dimmable with 0-10V control - All work to be performed by a single prime contractor; public bid announcement to be held virtually
