IDIQ for Facility Preventive and General Maintenance Services at NIH Bio Safety Laboratories

The National Institutes of Health (NIH), Office of Research Facilities, is seeking contractors for a master Indefinite Delivery Indefinite Quantity (IDIQ) contract to provide comprehensive facility preventive and general maintenance services at its Bio Safety Laboratories in Bethesda, Maryland. - Government Buyer: - National Institutes of Health (NIH), Office of Research Facilities, Bethesda Campus - Scope of Services: - Comprehensive preventive maintenance, general maintenance, capital replacement, and repair services for critical facility systems - Systems covered include: Uninterruptable Power Supply (UPS), Variable Frequency Drives (VFD), switchgear, pH neutralization tanks, sewage sump pumps, cold rooms, air compressors, air purifiers, electrical system infrared (IR) scans, steam traps, control systems and SCADA integration, Wattstopper lighting controls, backflow preventers, and architectural repairs - Services include evaluation, testing, certification, troubleshooting, emergency response, and rapid repair - Emphasis on compliance with regulatory, safety, and NIH cybersecurity standards - Rapid emergency response and expertise in high containment biosafety facility systems required - Products/Systems (no specific OEMs or part numbers listed): - UPS systems, VFDs, switchgear, pH neutralization tanks, sump pumps, cold rooms, air compressors, IR scanning equipment, steam traps, SCADA/control systems, lighting controls, backflow preventers - Notable Requirements: - Contractors must demonstrate technical expertise, submit technical approach, pricing, and past performance - Evaluation is based on lowest price technically acceptable (LPTA) - Compliance with NIH safety and cybersecurity standards is mandatory - Capital replacement and repair of critical systems included - Period of Performance: - Base year with up to four one-year option periods (potential total of five years) - No specific OEMs or vendors are named in the solicitation or attachments

Description

The purpose of this solicitation is to provide comprehensive preventive maintenance, general maintenance, capital replacement, and repair services for critical facility systems at NIH Bio Safety Laboratories (see the attached statement of work along with the solicitation document for additional information).

A site visit will be scheduled for 17 June @1:00pm. To be put on the list please email brian.baek@nih.gov with the vendor name and individuals that will be attending (due date is 15 June COB). Request for Information (RFI) is due by COB 18 June, the answers will be posted the following week through an amendment. 

When submitting the proposal, send to the Contracting Officer @brian.baek@nih.gov. The proposal should have the following: technical approach, pricing, and past/relative performance experience. Please note that the evaluation criteria is lowest price technically acceptable (LPTA).
