UPDATE 0001 To aid SeaPort NxG Prime Contractors in determining their interest in this SSN, SSN responses will require the submission of at least one citation of recent (within the three (3) years of SSN posting) contract experience that is relevant to CLEATS. Relevance includes similarity of services/support, complexity, FTE quantity, dollar value, contract type, and degree of subcontract/teaming. The CLEATS DRAFT PWS Sections include: 5.1 General Support Services; 5.2 Acquisition, Risk, and Schedule Support; 5.3 Systems Engineering (SE) Support; 5.4 Cybersecurity Support; 5.5 Integrated Logistics Support (ILS); 5.6 Training Support; and 5.7 Innovation Support Portfolio. The LoE for CLEATS, based upon Full-Time Equivalents (FTEs), will be approximately 150 FTEs per year, potentially increasing up to 200 FTEs per year. Each FTE is estimated to be 1,920 productive hours per year. The Government’s total estimated dollar value for this effort is $220M. SEAPORT NEXT GENERATION (NxG) CONTRACTORS ONLYThe Naval Information Warfare Systems Command (NAVWAR) is seeking to understand the relevant experience and capabilities of industry as it relates to professional, performance-based engineering and technical services. These enduring services, currently being performed under Seaport task order for Systems Engineering, Logistics and Cybersecurity (SELOCY), will be in support of MyNavy HR IT Solutions (PMW 240) and the Naval Applications and Business Solutions (PMW 250) program office portfolios under the Naval Information Warfare Systems Command (NAVWAR). These program offices are responsible for executing the lifecycle management of DON IT solutions, business systems, and initiatives by providing integrated IT products and services that deliver cost-effective capabilities for Navy career service and Fleet Readiness. **PLEASE READ THE FOLLOWING INSTRUCTIONS CAREFULLY: The Navy and Marine Corp Acquisition Regulation Supplement (NMCARS) 5237.102 requires the consideration of the Navy’s SeaPort Next Generation (NxG) Multiple Award Contract (MAC) to satisfy requirements for Engineering Services and Program Management Services. Consequently, ONLY active Seaport NxG MAC Prime Contractors and their approved subcontractors with valid CAGE codes are eligible to receive access to the SSN submission requirements, draft Performance Work Statement (PWS), and any other associated documentation associated with this SSN via the PIEE Solicitation Module. To request access to the aforementioned SSN documentation, SeaPort NxG Prime Contractors shall submit an email to the Contracting Officer at katherine.l.holcomb.civ@us.navy.mil and to the Contract Specialist at matthew.b.sanders22.civ@us.navy.mil. The email subject line shall have the subject: “CLEATS Sources Sought Request,” along with the Contractor’s SeaPort NxG contract number and valid CAGE code. Access to will only be granted to SeaPort NxG Prime Contractors with active contracts.The deadline for Sources Sought access request is 1:00 PM EDT on 12 June 2026. It is at the Government’s sole discretion to grant access to the CLEATS SSN documentation in response to any access requests received after the stated time and date. The due date for submission of CLEATS SSN responses is 1:00 PM EDT on 26 June 2026.
