PRESOLICITATION NOTICE
143041-26-0041 & 143031-26-0073 - InnovaSea Products
The National Oceanic and Atmospheric Administration (NOAA) intends to negotiate and award, on a sole source basis, under the authority of 41 U.S.C. 1901 and RFO FAR 12.102(a), a firm fixed price purchase order to Innovasea Marine Systems Canada Inc., for the purchase of: 8 Each - V8-4x-A69-2801; Rounded Cases (Green Crabs), 170 Each - V8-4x-A69-2801; External Caps (Reference Tags), 21 Each - Redeployment Parts for Ascent AR/VR2AR, 1 Each - VR100 – Surface Transponder and Manual Tracking Acoustic Receiver (Model VR100-300); 1 Each - VHTx 69kHz Transponding Hydrophone 25 meter waterproof cable for VR100; 190 Each - V16-4x-A69-2801; Rounded Case; 27 Each - NexTrak AR – Transponding Acoustic Release Receiver with battery; and 3 Each - Magnetic Activation Probe for acoustic receivers.
No set-side will be used for this sole source requirement. The associated NAICS code is 334511.
This notice of intent is NOT a request for competitive proposals and no solicitation documents exist for the requirement. Sources interested in this notice and feel that they could possibly fulfill the Government’s requirement must submit a capabilities statement that includes technical data, cost information, sufficient detail(s), and convincing evidence that clearly demonstrates the capability to meet the requirement. All capabilities statements received by the due date of this notice will be considered by the Government.
A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source procurement.
Capabilities statements are due no later than Friday, 19 June, 2026, by 1700 Central Daylight Time.
