Description

The Marine Corps Installations Command (MCICOM) has awarded a Firm-Fixed-Price contract (Contract No. M0068126P0019) to The Gordian Group, Inc. for an annual subscription providing five (5) concurrent user licenses to the RSMeans Data Online cost-estimating platform.

FAR Transparency Statement: Please note that this contract action was awarded on a Firm-Fixed-Price basis but was NOT awarded competitively.

Rationale for Non-Competitive Award: This requirement was awarded on a sole-source basis to The Gordian Group under the authority of FAR 13.106-1(b)(1)(i) (Soliciting from a single source). The Government currently executes multiple active multi-year Job Order Contracts (JOCs) that explicitly mandate the use of the proprietary RS Means Unit Price Book (UPB) and City Cost Index (CCI) to calculate legally binding pricing coefficients. Market research and technical evaluation determined that utilizing a different cost-estimating platform would introduce unacceptable mathematical risk to these active contracts, resulting in severe schedule delays and substantial duplication of cost to the Government that is not expected to be recovered through competition.
