This requirement is for AFRL Laboratory Demonstration Project.
NOTICE OF INTENT TO AWARD SINGLE SOURCE: The NAICS Code is 541511. The PSC is DA01. Air Force Research Lab (AFRL/RIZ), Wright-Patterson AFB, OH, contemplates awarding a single source contract as authorized by RFO 13.101(b) and RFO 6.103-1 to General Dynamics Information Technology, Inc. Please see the attachments to this notice for additional details. This Notice of Intent is not a request for competitive proposals. A determination by the Government for the competition of this requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Any responses should be e-mailed to the buyer at sarah.mccabe.4@us.af.mil and the Contracting Officer stephen.sheets@us.af.mil no later than 22 June 2026 at 3:00 PM Eastern Time. The objective of this work is to provide support to AFRL in its administration of the Lab Demo Project for approximately 5,500 scientists and engineers, business management and professionals, technicians, and mission support personnel. The contractor shall support and assist in the design of additions and/or modifications to existing Lab Demo initiatives based on provided requirements and historical knowledge of Lab Demo including, but not limited to, employee assessment and compensation, broadbanding, position classification, Contribution-based Compensation System (CCS), and other personnel flexibilities. The contractor shall assist in the analysis of such topics as Lab Demo employee assessment and compensation results, workforce impact/trends, cost studies, and initiative effectiveness, while documenting the analysis in reports and briefings. Analysis results may be provided and reviewed by the Air Force and Department of Defense (DoD). The contractor shall also provide meeting, legislative, technical, training, and policy analysis support; software/database design, revisions, testing, training, and user support; and re-certification and accreditation for the AFRL Contribution-based Compensation System Software (C2S2). C2S2 is a critical component used to ensure AFRL employees are accurately assessed and compensated.
