Christie, James Buchko, Robert Eubanks - OEM/Vendor: - Council on Occupational Education (COE) is the sole source and only nationally recognized accrediting agency for this requirement - Products/Services Requested: - Institutional accreditation services for NETC Learning Centers and Learning Sites - On-site evaluations, validation of self-study reports, recommendations for accreditation status, and delivery of accreditation certificates - Access to accreditation databases, documentation, and training - Travel and Other Direct Costs (ODCs) to support site visits and evaluations - Quantities and Periods: - Base period: 12 months of accreditation services - Five option periods: each 12 months, except the final option (6 months) - Travel and ODCs included for each period - Unique/Notable Requirements: - Sole source to COE due to its unique status as the only recognized accreditor for non-degree and applied associate degree-granting postsecondary occupational education institutions serving federal government training activities - Contractor must provide detailed travel reporting, quarterly in-progress reviews, and burn rate calculations - Firm fixed price for services; cost-type (no fee) for travel and ODCs

Description

The proposed acquisition is for services for which the Government intends to solicit and negotiate with only one source, the Council on Occupational Education (COE) (CAGE:1G2L4), IAW FAR Overhaul 12.202(b) and FAR Overhaul 5.101 and 5.201. The Council on Occupational Education is a national institutional accrediting agency for the accreditation of non-degree-granting and applied associate degree-granting postsecondary occupational education institutions and the only nationally recognized accrediting firm that can support the federal government training activities. Because of this specialty designation, COE is the only vendor capable of providing the complete range of necessary accreditation services required by NETC to maintain the current, higher education accreditation status of the NETC’s Learning Centers.
