Description

INTRODUCTION

Battelle Energy Alliance, LLC (BEA) Management & Operating Contractor of the U.S. Department of Energy (DOE) owned Idaho National Laboratory (INL), is seeking an Expression of Interest (EOI) from qualified small businesses certified under NAICS 513210, Software Publishers, in SAM.gov. Interested firms must be capable of providing commercially available software products, software licensing, updates, maintenance, and technical support solutions that meet INL’s operational and cybersecurity requirements.

BACKGROUND

INL is a U.S. Department of Energy (DOE) national laboratory dedicated to nuclear energy, national security, and clean energy innovation. INL conducts research and operational activities requiring secure, compliant, and reliable software solutions. BEA is identifying qualified small businesses that can supply software products and related services which may include:

Commercial off-the-shelf (COTS) software Software licensing and renewals Maintenance and update services Cybersecurity-compliant software solutions Technical support and product expertise

SCOPE OF WORK

The selected vendor may be responsible for:

Providing software products, renewals, upgrades, and licensing management Supplying product specifications, technical documentation, and support resources Ensuring timely delivery, fulfillment, and software deployment capability Supporting configuration, troubleshooting, and compatibility inquiries Demonstrating compliance with INL cybersecurity, software acquisition, and federal procurement requirements Providing proof of software publisher authorization (where applicable) All interested small businesses must maintain an active SAM.gov registration and current certification for NAICS 513210

PROCESS

This EOI is the first step in identifying interested and qualified small businesses able to meet INL software acquisition needs. Responses may be used to inform the development of a formal solicitation list. Selected vendors may be invited to participate in a Request for Proposal (RFP) process for award consideration.

SUBMITTAL REQUIREMENTS

Interested small businesses should submit an Expression of Interest that includes the following:

Company name and point of contact Description of software products and solutions currently offered Relevant experience providing software products, licensing, or technical support services NAICS codes and business size classification Active SAM.gov registration status and verification of NAICS 513210 certification Authorization documentation for major software products (if applicable) Technical support capabilities and service model Availability, lead times, and fulfillment capacity
