This opportunity is for roadway construction and improvement services on the Western Heritage Byway - Swan Falls Road, managed by the U.S. Department of Transportation, Federal Highway Administration, Western Federal Lands Highway Division. - Government Buyer: - U.S. Department of Transportation, Federal Highway Administration, Western Federal Lands Highway Division (Vancouver, WA) - Ada County, Idaho (project location) - Scope of Work: - Shoulder widening, paving, and roadway excavation for up to 8.5 miles - Installation of new signage and traffic control devices - Parking lot improvements, including concrete pavement, sidewalks, and wheelstops - Replacement and cleaning of culverts (12-inch, 18-inch, 24-inch) - Installation of cattle guards, guardrails, rumble strips, and pavement markings - Placement of prefabricated vault toilets, picnic tables, and shade structures - Temporary and permanent traffic control, including barricades, drums, flaggers, and pilot cars - Products/Materials Requested: - Large quantities of roadway aggregate (up to 24,000 units per schedule) - Asphalt concrete pavement (up to 3,600 units per schedule) - Pipe culverts, end sections, and flowable backfill - Structural steel, reinforcing bars, treated timber, aluminum tubing, and galvanized steel for cattle guards - Prefabricated double vault toilet buildings, picnic tables, and shade structures - Traffic control signs, posts, foundations, and pavement marking materials - Unique/Notable Requirements: - Only one of four bid schedules (A-D) will be awarded, covering 3.25 to 8.5 miles - Project includes both temporary and permanent traffic control with phased implementation - Detailed specifications for construction materials and installation methods per Federal Lands Highway (FLH) standards - Estimated contract value between $5,000,000 and $10,000,000 - No specific OEMs or proprietary brands are named; standard construction materials and prefabricated structures are specified

NOTICE OF SUBCONTRACTING OPPORTUNITY

This project will be solicited to the Idaho, Montana, and Surrounding Areas MATOC contractors.

PROJECT: ID FLAP ADA 2019(1), Western Heritage Byway - Swan Falls Road

LOCATION:  7 miles south of Kuna, Idaho

WORK: This project consists of shoulder widening, paving, signage, parking lot improvement, and culvert replacement. See “Project Description” and preliminary plans posted under Attachments for additional details.

LENGTH: Up to 8.5 miles

This project will include 4 bid schedules. Only one schedule will be awarded.

TETATIVE SOLICITATION DATE: Summer 2026

TENTATIVE COMPLETION DATE: Summer 2027

CONTRACT TYPE: MATOC Task Order; Firm-Fixed-Price

ESTIMATED PRICE RANGE: Between $5,000,000 and $ 10,000,000 .
