The National Oceanic and Atmospheric Administration (NOAA) intends to solicit for the roof replacement and repair for the Main Building located at the Woods Hole Laboratory of the Northeast Fisheries Science Center’s (NEFSC
This contract is expected to have a period of performance from 06/19/2026 through 09/30/2026. This acquisition is a competitive 100% Total Small Business Set-Aside for Service Disabled Veteran Owned Small Businesses (SDVOSB). All responsible sources may submit a quotation, bid, or proposal, as appropriate, which will be considered by the agency.
PROJECT SUMMARY:
The purpose of the requirement is to obtain services for the urgent roof replacement and repair for the Main Building located at the Woods Hole Laboratory of the NEFSC. On 03/16/2026, a significant weather event caused a catastrophic failure of the existing Ethylene Propylene Diene Monomer (EPDM) rubber roof membrane at the NEFSC’s main building in Woods Hole, Massachusetts (MA). During the event, mechanical mini-split units became airborne, causing multiple structural penetrations through the membrane and into the fiberglass underlayment. A forensic patch installed on 03/18/2026 revealed that the original installation was non-compliant. The roof system lacked the required mechanical fastening patterns and was secured using insufficient adhesives. The scope of this project is the complete removal and proper disposal of the existing EPDM roofing system and the installation of a new, compliant EPDM roofing system.
This roofing failure has allowed for the catastrophic intrusion of over 100 gallons of water into the facility, destroying critical IT infrastructure and rendering a primary workspace uninhabitable. While a temporary patch was applied, the roof continues to leak actively. Consequently, NEFSC cannot safely re-install IT equipment or allow personnel to re-occupy the space.

Definitization of Equitable Adjustments for Change Orders:
In accordance with FAR Part 36, formatting and procedures regarding the definitization of equitable adjustments for change orders will be clearly outlined in the solicitation. The contractor will be required to submit timely, fully supported proposals for any proposed variations or change orders to ensure rapid negotiation and definitization to prevent project delays.
