This opportunity concerns a regulatory update from the Federal Transit Administration (FTA) impacting rail transit safety oversight: - Government Buyer: - Federal Transit Administration (FTA), Office of Transit Safety and Oversight - No Original Equipment Manufacturers (OEMs) or commercial vendors are involved, as this is a regulatory action, not a procurement - Products/Services Requested: - No products or equipment are being procured - Services affected include: - Annual audits of Rail Transit Agency (RTA) Roadway Worker Protection (RWP) programs by State Safety Oversight Agencies (SSOAs) - Annual reporting of RWP program information by SSOAs - Annual reporting for the Public Transportation Safety Certification Training Program (PTSCTP) by SSOA employees and contractors - Unique/Notable Requirements: - SSOAs may now submit RWP program information annually with their regular reports, instead of within 30 days of approval - SSOAs can conduct required annual audits of RWP programs concurrently with other reviews, such as Agency Safety Plan audits - Reporting frequency for PTSCTP is reduced from semiannual to annual - The rule affects 31 SSOAs and 64 RTAs, streamlining compliance and reducing regulatory burden - No part numbers, purchase quantities, or contract values are associated with this action
Description
The Federal Transit Administration (FTA) is publishing a final rule amending the Rail Transit Roadway Worker Protection (RWP) regulation. This final rule extends the time period for State Safety Oversight Agencies (SSOA) to report RWP programs to FTA and allows SSOAs to complete annual audits simultaneously with other required audits. The rule aims to reduce regulatory burden and align with industry practice by allowing SSOAs to submit RWP program information annually with their reports and conduct audits in conjunction with other reviews. The rule is effective July 6, 2026.
