RFI for Outsourced Administrative Records Management and AutoCAD Drawing Services at Argonne National Laboratory

Argonne National Laboratory (ANL), under the Department of Energy and managed by UChicago Argonne, LLC, is seeking industry input on outsourcing key support services for its Infrastructure Document Control Center (IDCC): - Government Buyer: - UChicago Argonne, LLC, operating Argonne National Laboratory (ANL) - Infrastructure Document Control Center (IDCC) - Services Requested: - Administrative records management for construction and facilities engineering records - Includes project identification number administration, project closeout coordination, document quality control, repository management, records governance, compliance, reporting, and knowledge management - AutoCAD drawing update and as-built maintenance services - Maintaining and updating official AutoCAD infrastructure and facilities drawings - Incorporating approved redlines and markups, producing as-built drawings, validating CAD deliverables for compliance with ANL standards, and delivering in CAD and PDF formats - No specific OEMs or vendors are named in the RFI - Unique/Notable Requirements: - Providers must demonstrate technical capabilities in both administrative records management and AutoCAD drawing maintenance - Compliance with Argonne National Laboratory standards for document and CAD deliverables is required - Input on staffing, best practices, and budgetary estimates is requested to inform a future solicitation - No products or hardware are being procured; the focus is exclusively on professional services

Description

Argonne National Laboratory (ANL) operates an Infrastructure Document Control Center (IDCC) that is responsible for managing construction and facilities engineering records across the full project lifecycle. The IDCC currently supports a wide range of infrastructure, capital, maintenance, renovation, and facilities engineering projects on the ANL campus.

ANL currently does not have a dedicated CAD designer or engineer on staff within the IDCC to support drawing updates, as-built production, and redline incorporation. As the volume of project closeouts and drawing update requests continues, ANL is exploring the potential to outsource both the administrative records management function and the AutoCAD drawing update and maintenance function to a qualified external provider.

This RFI is issued to gather information from industry to help ANL evaluate the availability of qualified service providers, understand current industry capabilities and best practices, and inform the development of a future solicitation.
