Description

The City of Garland is soliciting proposals for the implementation of the GP&L Utility Network System. This Request for Proposal (RFP) seeks information and pricing for a best value award based on weighted criteria including technical approach, experience and qualifications, project management, and cost. The scope includes utility network migration, ArcGIS Enterprise and ArcFM XI implementation, data migration and validation, system integration, and testing and go-live support. Proposals must be submitted electronically via the City's Ion Wave portal by July 8, 2026, and all questions must be submitted by June 23, 2026.
