The Gulf Coast Center, a Texas state agency serving Galveston and Brazoria Counties, is seeking consulting services to design and implement a Clinical Academy focused on behavioral health workforce development. - Government Buyer: - Gulf Coast Center (GCC), a certified community behavioral health clinic and Texas state agency - Serves Galveston and Brazoria Counties - Scope of Services: - Organizational discovery and strategic assessment of workforce development, onboarding, training, and operational workflows - Design and development of a scalable, sustainable Clinical Academy framework and curriculum - Leadership and workforce development programs, including employee wellness and readiness - Creation and facilitation of a Clinical Excellence Task Force for implementation and sustainability - Exploration of AI-supported workforce innovation, including ethical, human-centered applications for training analytics and operational efficiency - Phased implementation planning and sustainability strategy, including pilot program recommendations and future operationalization - Requirements: - Demonstrated expertise in behavioral health workforce development, organizational strategy, clinical training systems, leadership development, curriculum design, and implementation planning - Access to or partnership with a qualified academic or curriculum expert is required - No specific OEMs or commercial vendors are named in the solicitation - Estimated contract value is approximately $200,000

Description

The Gulf Coast Center (GCC) is seeking proposals from qualified consulting firms or organizations with expertise in behavioral health workforce development, organizational strategy, clinical training systems, leadership development, curriculum design, and implementation planning. The goal is to design, implement, and sustain a comprehensive GCC Clinical Academy that advances clinical excellence, workforce readiness, leadership development, employee wellness, and consumer-centered behavioral health care. The Clinical Academy will serve as a centralized platform for onboarding, clinical competency development, leadership cultivation, interdisciplinary collaboration, workforce retention, and continuous quality improvement. The selected contractor will provide strategic consultation, assessment, planning, implementation support, curriculum development, and sustainability recommendations.
