Description
The U.S. Army Corps of Engineers (USACE) Cold Regions Research and Engineering Laboratory (CRREL) requires specialized research and development services to support an Air Force (AF) program through the acquisition and processing of seismic data and development of a semi-automated seismic refraction interpretation software tool to be procured on a sole source basis from Boise State University (UEI: MW3ENVJN9ML8).
This requirement is for the procurement of highly specialized research and development services from Boise State University (BSU) to create a semi-automated seismic refraction interpretation software tool and provide field and technical support for ERDC-CRREL. The primary objective is to develop a robust, validated capability to efficiently process and analyze large seismic data sets collected in support of an Air Force program. The software tool must extract critical geotechnical properties, such as bulk modulus, shear modulus, and Poisson’s Ratio, which are essential for foundation design and site readiness assessments. The effort will leverage BSU's unique, proprietary, non-commercial codes and the specialized expertise of its geophysics team. In addition to software development and delivery, the requirement includes the analysis and validation of the tool using government-provided data, field data acquisition, upscaling of an ERDC-CRREL funded automated source and receiver array, and logistical support for housing government-furnished equipment between deployments.
Award to Boise State University is justified on a single-source basis because it is the only known source available to fulfill this requirement. BSU possesses the unique, combined capability to provide: 1) automated extraction of geotechnical properties from geophysical data linked to a unique geology response library; 2) a direct technology transfer of a prototype automated seismic data acquisition system originally developed under basic research ERDC-CRREL funded programs; 3) an internationally recognized geophysics group focused on seismic methods and applications; and 4) in-house fabrication facilities and technical staff dedicated to the design and manufacture of seismic sources and sensor arrays. Boise State University is the only known source capable of meeting the Government’s minimum technical requirements.
The Government intends to procure from only one source under the authority of Reformed FAR Overhaul (RFO) 13.101(b). This notice of intent is for information purposes only.
This notice is not a request for competitive quotes or proposals. A solicitation will not be issued. However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The information submitted must be provided in sufficient detail to demonstrate the vendor’s ability to fulfill this requirement. The contractor must also provide a description of their past experience in fulfilling requirements which are the same or similar to this requirement and references for each.
Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this requirement on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
