The USDA is conducting market research for a potential multi-award, firm-fixed-price BPA to supply specialized diet ingredients for sterile New World Screwworm fly production at its Edinburg, Texas facility. - Government Buyer: - United States Department of Agriculture (USDA), APHIS, OCP-POD-ACQ-MGMT-BRANCH-FTC - Products/Ingredients Requested: - Kappa carrageenan-based hydrocolloid (Ricogel 84332B or equivalent) - Must be soluble at 180°F, two-year shelf life, includes certificate of analysis and technical documentation - Food-grade white granulated sugar - 99.8% sucrose purity, 0.10% moisture, sealed/palletized packaging, certificates of analysis and safety data sheets - CF-100 Cellulosic Based Fiber (or equivalent) - Made from 100% Grade #9 Over-Issue Newsprint, strict quality and contamination standards, less than two months old at delivery - Corn cob flour excipient (Readycob 20/40 or equal) - Particle size 20-40 US Mesh, moisture ~13.7%, sealed/palletized packaging - Spray dried egg powder - 46% protein, 33% fat, 6% moisture, 6% ash, manufactured within two months of delivery, 50-lb polybags - 40% formaldehyde (in 28 kg tanks) - pH 3.0-5.0, methyl alcohol 5%-10%, safety and quality documentation required - #2OR Hardwood Sawdust (or equal) - 34-lb bags, strict quality and safety requirements - Spray dried bovine hemoglobin (AP301 or equal) - ≥85% protein, ≤6% humidity, ≤7% ash, 25 kg polybags, less than two months old at delivery - Spray dried bovine plasma (AP920 or equal) - 70% protein, 85% solubility, 25 kg polybags, less than two months old at delivery - Powdered milk substitute - Specific nutritional and physical standards, 24 kg Kraft bags with plastic liners, less than two months old at delivery - Unique/Notable Requirements: - All products must meet strict physical, chemical, biological, and packaging standards - Certificates of Analysis and technical documentation required for each lot - Most products must be manufactured less than two months prior to delivery - Delivery schedules will be set by the government in 2026 - No specific OEMs or brands required, but "or equivalent" language allows for alternatives - DPAS priority rating applies to some items (facility construction/operation support)

Description

The United States Department of Agriculture (USDA) wishes to conduct a Request for Information (RFI) that will serve as market research on establishing a solicitation for contractor support for multiple award, nationwide, Firm-Fixed-Price Blanket Purchase Agreements (BPA) for New World Screwworm larva and adult fly diet ingredients to support the USDA APHIS sterile production facility in Edinburg, Texas.
