Description
The Defense Health Agency Contracting Activity (DHACA) intends to award a Firm Fixed Price contract, on behalf of the United States Army Medical Research Institute of Infectious Diseases (USAMRIID), to Instem, LLC under the authority of 41 USC 1901, as implemented in Revolutionary FAR Overhaul (RFO) 12.102 -- Restricting competition and RFO 12.201-1 – Simplified procedures.
USAMRIID has a requirement for license renewals and software maintenance and support services for the Pristima XD software currently in use at USAMRIID. Maintenance and support shall include sustainment, version upgrades and maintenance of all previously purchased Pristima XD modules. The contractor shall provide Help Desk support and provide all necessary software updates/upgrades, to include vulnerability patches, when applicable, to maintain software operation.
Instem, LLC is the sole developer, manufacturer and distributor of the Pristima XD software, and retains all proprietary rights associated with the software. USAMRIID has utilized this software for many years to support ongoing, mission critical research. Continued use of this specific software is necessary to maintain continuity of research data as many years of historical research data, providing protocol support and data repository for GLP and non-GLP histopathology, is housed within the Pristima XD platform. Transitioning to an alternative platform would break data continuity, rendering historical datasets incompatible with new findings and compromising the scientific validity of the research. Therefore, Instem is the only source capable of providing the necessary software license renewals, and maintenance and support services to ensure the continued operation of the Pristima XD software platform, while also supporting the integrity and continuity of the ongoing USAMRIID research mission without causing unacceptable delays.
This notice of intent is NOT a request for quotations (RFQ), and no solicitation document exists for the requirement; however, if a vendor challenges the basis for this requirement, please submit a capability statement that includes sufficient detail and with convincing evidence that clearly demonstrates the capability to provide these supplies. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source procurement.
