Description

1. Description of the Requirement

The 10th Contracting Squadron, United States Air Force Academy (USAFA), Colorado, intends to award a sole-source firm-fixed-price purchase order to the College Entrance Examination Board, a large business located at 250 Vesey Street FL 16, New York, New York 10281, for the procurement of college search records. This will be done through the combined purchase of CollegeBoard Access Plan B and CollegeBoard Access Plan E for a total of 220,000 name searches.

This is a commercial acquisition to obtain targeted prospective student data and engagement platforms essential for USAFA’s admissions and recruiting outreach efforts. The NAICS code for this requirement is 611710 – Educational Support Services. The anticipated award date is June 25, 2026.

2. Sole Source Justification and Vendor Capabilities

This action is being executed as a sole-source commercial acquisition. The College Entrance Examination Board is the only known responsible source capable of satisfying the agency’s requirements due to their exclusive, proprietary ownership of the necessary student SAT databases and platforms.

The following list details the unique capabilities that only this vendor can provide to USAFA:

3. Regulatory Authority

This notice of intent is published in accordance with Revolutionary FAR Overhaul (RFO) Subpart 5.2. This requirement is being conducted as a commercial acquisition in accordance with RFO procedures for Commercial Products and Commercial Services (RFO Part 12).

The statutory authority permitting other than full and open competition is 10 U.S.C. 3204(a)(1). The Contracting Officer has determined that the circumstances of the contract action deem the College Entrance Examination Board as the only source reasonably available to fulfill this commercial requirement.

4. Instructions to Interested Parties

This notice of intent is NOT a request for competitive proposals or quotations. A solicitation document will not be issued. However, any firm that believes it can meet these specific requirements and possesses the capabilities outlined in Section 2 may submit a capability statement for consideration via email to the POCs below.

The deadline for responses is 12:00 PM MDT on June 8, 2026.

Required Information

All responses received by the closing date and time will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
