The Naval Air Systems Command (NAVAIR), Program Executive Office (PEO) Assault (A) Maritime Patrol and Reconnaissance Aircraft Program Office (PMA-290) is seeking information from industry on capability to design, fabricate, assemble, inspect, test, integrate, and deliver maintenance and development solutions for the International Maritime Satellite (INMARSAT) terminal, antenna assembly, diplexer/low noise amplifier fan tray, technical data, support, and software in support of the P-8A production line. The solution must be compatible with the existing antenna and airframe infrastructure of the P-8A.
The information submitted should address the feasibility of performing the following tasks: support the technical approach required for design, development and manufacturing of High-Speed Data (HSD)-440, AMT-700 antenna assembly, Diplexer/Low-Noise Amplifier, subassemblies, and software on the P-8A aircraft.
Include specific relevant technical and management experience performed in the past five (5) years. The requested information is to assist the Government in conducting market research to determine potential business sources that have the assets, skills, experience, financial stability, qualifications, and knowledge required to support the above request. Include a statement regarding industrial security clearance. This Sources Sought is not, however, a request for inquiries concerning subcontracting opportunities.
Honeywell/EMS Technologies is the original designer, developer, and manufacturer of the INMARSAT on the P-8A Poseidon. NAVAIR plans to award a base year of approximately four (4) shipsets for Foreign Military Sales (FMS) and two (2) option years for an estimated twenty-five (25) shipsets per year in support of emergent United States Navy (USN) and FMS production requirements and up to thirty (30) retrofits for the USN. The anticipated award date is first quarter of Government Fiscal Year (FY) 2027 with deliveries 12 months after award.
